Lawmakers say the new body will oversee the development and regulation of forest and mineral resources, while ensuring alignment with federal agencies.
The legislation also introduces mechanisms to attract private investment through Special Purpose Vehicles (SPVs), alongside provisions for land use fees and surface rents.
Environmental sustainability is a key focus, with requirements for reforestation and tighter control of mining and logging activities.
Host communities are expected to benefit through Community Development Agreements, which could support projects such as schools, healthcare facilities, and access to clean water.
In the same sitting, the Assembly also approved a bill creating a road maintenance agency, along with additional laws targeting electricity regulation and traffic management.
